To improve municipalities’ ability to address climate change and its impacts, on March 14, 2023. As part of the Climate Mainstreaming Locally in the Baltic Sea Region (CliMaLoc) project, theHandbook for Climate Change Adaptation Planning in the Baltic Sea Region was published.
About the manual
In the manual, prepared, among other things. by the Council of Baltic Sea States, identified challenges in integrating climate issues into planning at the local level. It raises issues of building resilience in the immediate environment (in a municipality or county) and provides guidance on the steps to be taken to integrate climate topics into the day-to-day operations of local governments.
The manual describes the elements necessary for climate change adaptation:
Step 1: Assess local climate data and trends.
Step 2: Climate risk and vulnerability.
Step 3: Review existing plans and priorities.
Step 4: Identify hotspots.
Step 5: Prioritize adaptation activities.
Step 6: Develop an adaptation strategy.
Step 7: Develop a plan for adaptation activities, including budgeting for them.
Step 8: Implementation.
Step 9: Monitor, evaluate and adjust.
Step 10: Reporting and Communication.
About the CliMaLoc project
Implemented from June 2021. through March 2023. The CliMaLoc project is part of the Council of Baltic Sea States’ long-term priority “Sustainable and Prosperous Region.” Its goal was to support local authorities in the Baltic countries in taking climate change into account and forming partnerships for future cooperation in this field. Besides, it included integrating climate aspects into local development plans, better alignment with Agenda 2030, and supporting the implementation of the EU Strategy for the Baltic Sea Region to promote low-carbon economies across the board.
