The Agency for Restructuring and Modernisation of Agriculture (ARMA) has launched three support programmes for agricultural producers who suffered losses due to the 2024 drought. Applications must be submitted electronically no later than April 16. We explain how much financial aid farmers can receive and who is eligible to apply.
If the damage amounts to at least 15% of annual production
ARMA’s support is based on the level of damage suffered by farms due to the 2024 drought. The damage must be assessed using a publicly available government application
If the damage amounts to at least 15% of the average agricultural production from 2021–2023 and leads to a decrease in income of PLN 6,400 or more, the farmer may apply for financial aid in the amount of PLN 3,000. ARMA notes that this amount may be reduced if the number of applications exceeds the planned budget of PLN 250 million.
The support is available to individuals running a farm and not in a marriage, as well as to families in which at least one person engages in agricultural activity, provided that the damage caused by the 2024 drought threatens their financial liquidity.
Drought aid 2025 for damage exceeding 30% of annual production
The aid programme also covers cases where damage from last year’s drought reaches at least 30% of the average production over the previous three years. In such cases, a producer classified as a micro, small or medium-sized enterprise may apply for two forms of financial support:
– direct aid based on the area of crops affected by the drought
– coverage of the 3rd and 4th instalments of agricultural tax for the year 2024
In the first scenario, the amount of support depends on the level of losses and is set at PLN 3,000/ha for losses of at least 70% of yield; PLN 2,000/ha for losses between 50–70%; and PLN 1,000/ha for losses between 30–50%. The total financial support cannot exceed 80% of the income reduction (or 90% for farms located in areas with natural constraints – ONW).
Who is not eligible for the 2025 drought aid?
Aid for farmers is subject to restrictions related to previously granted financial assistance. The programme is not available to producers who have already received compensation for:
– crop damage caused by hail, torrential rain, spring frost or hurricane occurring before September 10, 2024
– damage resulting from the September flood
– damage caused by torrential rain or floods throughout 2024
Additionally, a farmer who has submitted an application for aid due to threatened financial liquidity (in the case of losses at the 15% level) cannot receive support under the programme designed for losses of at least 30% of production.
Applications must be submitted via the Electronic Services Platform of ARMA.
