European Funds 2021 – 2027
There are 16 regional programs in Poland, which are managed at the level of individual provinces. Their combined budget is 33.5 billion euros. The Silesian Voivodeship has the largest pool of funds, nearly €5.14 billion (which is about 15% of the total amount allocated for regional programs). The second voivodeship in the country, in terms of allocation of funds to finance regional programs, is Lubelskie. The amount proposed in the draft Partnership Agreement is more than €2.4 billion. More than €2.2 billion is the pool of money that Lower Silesia will receive between 2021 and 2027, and more than €966 million for the Opolskie Voivodeship . Regional programs – call schedules
Regional programs are the basis for investing EU funds of the new perspective in each province. The available funds are used to reduce disparities in the development of the European Union’s regions. This year, all regional European Funds have been launched. In early 2023. provincial boards have adopted schedules of calls for funding applications . These documents indicate who will be able to receive support from EU funds, when and for what types of projects. The call plan allows potential applicants to get an idea of funding opportunities for specific types of projects and to plan application activities. All schedules are available on the page dedicated to European funds.
Schedules may be subject to further work and modification as the Program progresses.
FEnIKS – first calls for proposals
Also under FEnIKS – European Funds for Infrastructure, Climate, Environment for 2021-2027 – a schedule of calls for proposals has been announced.
The FEnIKS budget is 29.3 billion euros, or about 115 billion zlotys. The program aims to support Poland’s sustainable development. The main direction of change is to be the construction of modern technical and social infrastructure. Most of the funds went to energy development and environmental protection (€9.7 billion) and transportation (nearly €13 billion). Among others, money from the program’s budget can be applied for. Local governments, enterprises, transport infrastructure managers, carriers, health care institutions or cultural, scientific and educational centers.

- Action FENX.01.02 Adaptation of urbanized areas to climate change – type of projects eligible for funding: Support of sustainable rainwater management systems with green/green/blue infrastructure/nature-based solutions;
- Action FENX.01.03 Water and wastewater management – type of projects that can receive funding: comprehensive water and wastewater management projects in agglomerations included in the KPOŚK;
- Action FENX.01.05 Nature protection and development of green infrastructure – the type of projects that can receive funding: green and blue infrastructure with relevant facilities – “deconetization” of urban areas;
- Action FENX.02.04 Adaptation to climate change, prevention of disasters – type of projects that can receive funding: development of climate change adaptation plans.
