The list of legislative and programmatic work of the Council of Ministers, under ID118, includes a draft resolution of the Council of Ministers on the establishment of a development program called: the National Shipping Program until 2030 (NSP2030).
Strategy for the inland waterway transport sector
The inland waterway transport sector does not currently have a planning document, along the lines of the guidelines for rail or road transport. Therefore, the draft NSP2030 is being prepared to enable planning for the development of inland waterway transportation until 2030. and fill the existing gap in development policy. Thus, the National Shipping Program to 2030 is intended to be Poland’s first planning document for the inland waterway sector.
National Shipping Program to 2030 – target
The National Shipping Program to 2030 is a document covering planning, activities and investments in inland waterway transport in the run up to 2030. It refers to both increasing the competitiveness and use of inland waterway transportation, among other things. through the provision of Good Navigation Conditions (DWN) on transport-used sections of waterways, to shape the environment for the development of the market for the inland waterway sector and the economic activation of areas along waterways. The National Shipping Program to 2030 is expected to contribute to the development of the entire sector by shaping conditions for the development of inland terminals and improving environmental protection through the decarbonization of ships and the development of traffic management systems (RIS).
The National Shipping Program to 2030 is:
- DWN assurance;
- Market development in the inland waterway transport sector;
- Supporting partnerships for sustainable development of waterways.
The scope of intervention of the NSP2030 relates to the following sections of waterways:
- E30 – Oder Waterway, section from Gliwice to the seaport complex of Szczecin and Swinoujscie
- E40 – Vistula on the Toruń-Gdańsk section.
The National Shipping Program to 2030 is intended to be the basic planning document for inland shipping, implementing the sector development strategy referred to in the Appendix to Resolution No. 105 of the Council of Ministers of September 24, 2019. On the adoption of the Strategy for Sustainable Transportation Development until 2030. (M.P. item 1054). Apart from the water sector development areas it identifies, there is no document that meets the requirements of the Inland Waterway Thematic Basic Condition. The National Shipping Program until 2030 will implement the goals set forth in the Appendix to Resolution No. 8 of the Council of Ministers of February 14, 2017. On the adoption of the Strategy for Responsible Development until 2020 (with an outlook until 2030) (M.P. item 260).
According to information posted on the Ministry of Infrastructure‘s website, the amount of cargo transported by inland waterways could increase by as much as 30% compared to 2015 after the implementation of the NSP2030. In addition, it is assumed that the Oder River will be used most intensively, particularly in the hinterland of the seaports of Szczecin and Swinoujscie. Favorable changes are also forecast on the Vistula River, with cargo transportation on the section Torun – Gdansk Seaport and in service to the seaports of Gdynia and Elblag.
Planned effect of the assumptions proposed by the National Shipping Program until 2030
The effect of the program will be:
- Development of the inland waterway sector by shaping the conditions for the development of inland terminals and its integration into the intermodal transport system;
- An increase in the use of waterways by business and passenger shipping;
- Reducing the carbon footprint of inland waterway vessels;
- digitization of the sector;
- Human capital development – increasing interest in education and careers in the water transportation industry.
EU funding for 2021-2027
At the end of May 2018. The European Commission has presented a package of regulations for the new financial perspective for 2021-2027. Member states have been obliged, as part of the cohesion policy, to fulfill the so-called “European Union”. basic-horizontal and thematic conditions. As part of the thematic conditions for the transportation sector, comprehensive planning has been established at an appropriate level. The National Shipping Program until 2030 will be a necessary element for fulfilling the basic condition for obtaining transport investment funding for shipping projects from the European Union in the financial perspective 2021-2027.
