The Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030 is the primary strategic document for agricultural policy and rural development. It presents the goals, directions of intervention and actions that should be taken in the 2030 perspective. The Strategy for Sustainable Development of Rural Areas, Agriculture and Fisheries was adopted by a resolution of the Council of Ministers on October 15, 2019. and came into effect on December 6, 2019.
The Strategy for Sustainable Development, Rural Agriculture and Fisheries 2030 presents an in-depth analysis of opportunities for the development of rural areas, agriculture and fisheries on a regional basis, which made it possible to identify key directions for their development in the coming years. The strategy’s activities are financed by domestic and external public funds, which include. money from the EU budget for 2021 – 2027 (e.g., from the Common Agricultural Policy, Cohesion Policy, Common Fisheries Policy and Horizon Europe). Support at the national level will be provided by local government and private development funds.
Strategy for the Sustainable Development of Rural Areas, Agriculture and Fisheries – activities foreseen by 2030.
In activities planned to be implemented by 2030. provided for:
- Maintaining the principle that family farms will be the basis of the agricultural system;
- Supporting the sustainable development of small, medium and large farms;
- greater use of the potential of the agri-food sector than before, thanks to the development of new skills and competencies of its employees, as well as through the use of the latest technologies and digital solutions and the creation of conditions for the creation of innovative products;
- Building the competitive position of Polish food on foreign markets, whose hallmark will be high quality and reference to the best traditions, as well as the adaptation of agri-food products to changing consumption patterns (e.g., the growing interest in organic food);
- Conducting agricultural and fishing production with respect for environmental protection principles and adapting the agri-food sector to climate change, including, among other things. In terms of water availability;
- dynamic development of rural areas in cooperation with cities, which will result in stable and sustainable economic growth, providing every rural resident with a decent job and urban residents with access to healthy Polish food;
- Creating conditions for improving the occupational mobility of rural residents and their use of opportunities for development and re-skilling as a result of the emergence of new economic sectors (such as bio-economy).
Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030 – need for an update
February 2022, due to the significant changes that took place in rural areas caused by the COViD-19 pandemic and Russia’s armed aggression against Ukraine, the Ministry of Agriculture and Rural Development decided to update the Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030. Moreover, the document also does not contain references to the key EU findings that were published after its adoption, namely.: the long-term vision for rural areas in the EU 2040 and the resulting Rural Pact and Action Plan for boosting sustainable, coherent and integrated rural development, or the final wording of the European Green Deal and the Field to Table Strategy.
It is also worth noting that the European Commission has begun work on a vision and objectives for EU agricultural policy beyond 2027. Early indications suggest that the new CAP’s main challenges will include ensuring food security for consumers, a stable future for farmers, sustainability for the environment, and solidarity with those threatened by hunger. The forthcoming update of the Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030 is expected to be one of the elements preparing for the discussion of CAP goals after 2027.
Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030 – work on updating
Work on updating the strategy began with the appointment of teams by provincial governors to analyze opportunities and threats and potential directions for rural development in each province. Their main task was to update regional diagnoses on the socio-economic situation of rural areas and agriculture in each province. The next step was to hold meetings on: water management, energy transition, business development, professional skills, social capital, job creation, public transportation and increasing rural transportation accessibility.
The Ministry of Agriculture and Rural Development is currently working in a workshop format on updating the Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030. Experts from the areas of, among others, have been invited to participate in this work. climate and environment, veterinary medicine and livestock production, the common agricultural policy, rural infrastructure or digitization and innovation in agriculture. At this point, in addition to updating the diagnostic section, a refreshed version of the long-term vision of the Polish countryside has been prepared, as well as a draft of an updated layout of the specific objectives of the Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030, along with the directions of intervention, activities and strategic projects.
One of the stages of the strategy update is the process of intra-ministerial consultation on the draft Report on the Implementation of the Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030 from October 15, 2019. Through December 31, 2022. The evaluation report used a set of indicators specified in the strategy, which also incorporated selected indicators of the country’s medium-term development strategy linked to the goals of the Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030.

Strategic projects, included in the Strategy for Sustainable Rural, Agricultural and Fisheries Development 2030, are subject to cyclical and ongoing operational monitoring conducted within the MonAliZa system. The degree of achievement of the goals is controlled in annual cycles as part of ongoing monitoring using the STRATEG tool administered by the CSO.
