Call for applications is underway
Call for 2023 applications. as part of the Strategic Plan for the Common Agricultural Policy (CAP SP) 2023 – 2027 began on March 15 and will run until May 15 this year. Payment applications are submitted only electronically via the eRequestPlus application. Submission of documents up to 25 calendar days after the deadline, i.e. by June 9, will result in a reduction in payment by 1% of the amount due for each working day of delay. Applications submitted after June 9, 2023. will not be considered.
Financial support under the CAP for 2023 – 2027 includes interventions in the form of direct payments, i.e.: basic income support, redistributive payment, young farmers’ payment and production-related support for 13 sectors. Ecoschemes (area and animal welfare) are a new component of the direct payment system, supporting the implementation of practices beneficial to the environment, climate and animal welfare. Transitional national support (financed by national funds) is also being implemented. A detailed list of CAP SP payments can be found at. One of the interventions generating particular interest among farmers, due to the possibility of receiving additional funds, is ecoschemes. This is a type of support in the form of direct payments, under which, for the implementation of practices beneficial to the environment, climate and animal welfare, the farmer can receive additional payments. The budget for their implementation is a minimum of 25% of the amount of direct payments/year (an average of about 884 million euros/year from 2023 to 2026). A total of 5 surface ecoschemes and a welfare ecoscheme were introduced under the CAP PS. Details below.
Carbon farming and nutrient management
Carbon farming and nutrient management subsidies cover 8 practices:
- Extensive use of TUZ with stocking rates;
- winter intercrops/intercrop seedlings;
- Developing and following a fertilization plan;
- Diversified crop structure;
- Mixing manure on arable land within 12 hours of application;
- Application of liquid natural fertilizers by methods other than splashing;
- simplified farming systems;
- Straw mixing into the soil.
These practices are covered by a points system, which means that a corresponding number of points is assigned to each practice, with 1 point being the equivalent of 22.47 euros.
Areas with honey-producing plants
This ecoscheme involves creating an area with honey plants by sowing a mixture of at least two species of plants from this group. However, it should be borne in mind that the seed set must contain at least one species of non-productive honey plants, and productive species must not dominate. The estimated rate is approx. 269 euros/ha.
Water retention in permanent grasslands
The condition for receiving financial support is the occurrence of flooding or waterlogging on permanent grassland, which is defined as a state of saturation of the soil profile with water that persists at a level of at least 80% for not less than 12 consecutive days. This phenomenon must take place between May 1 and September 30 in the year in which the payment application is submitted. Estimated rate: approx. 63 euros/ha.
Conducting crop production in the system of integrated plant production
The payment is granted to the area of crops cultivated in accordance with integrated plant production (IP) methods under the supervision of a certifier and to the area of permanent grassland corresponding to the area of crops cultivated under the IP system. Both conditions must be met in the year of application. Estimated rate: approx. 292 euros/ha.
Biological protection of crops
Payments will be granted for the use of biological plant protection using microbial preparations. At least one treatment must be carried out. This is to eliminate the need for chemicals. Estimated rate: approx. 90 euros/ha.
Animal welfare
The goal of the animal welfare ecoscheme is to encourage farmers to promote their elevated living conditions. Support can be obtained for the implementation of commitments that go beyond the norms of current law and common practice.
For pigs and cattle – a point system applies, i.e. a farmer can choose from a list of practices the ones he wants to implement on his farm. However, for sheep, goats, horses and poultry, a variant system applies, i.e. payment is due for the implementation of the requirements package.
The points system involves valuing individual practices that improve animal welfare (payments, based on calculated rates, are compensation for lost benefits and for additional costs): 1 point corresponds to approx. 22.47 euros.
