We mentioned the start of publication of the Ministry of Infrastructure’s regulations on water management plans (WMPs) earlier in the year, at that time there was only one pending piece of legislation – the Dniester River Basin Management Plan.
Water management plans – how many will there be?
According to the Water Law, in Poland’s current planning cycle – that is, for the next six years – nine documents have been developed, separately for each river basin area. In January of this year, more regulations appeared for the river basin areas of smaller rivers. Obliked were:
- Decree of the Minister of Infrastructure dated November 10, 2022. On the Water Management Plan for the Bankovka River Basin;
- Decree of the Minister of Infrastructure dated December 2, 2022. On the Water Management Plan for the Nemunas River Basin;
- Regulation of the Minister of Infrastructure dated November 29, 2022. On the Water Management Plan for the Elbe River Basin;
- Dec. 1, 2022 Order of the Minister of Infrastructure. On the Freshwater Basin Management Plan;
- Regulation of the Minister of Infrastructure dated November 29, 2022. On the Water Management Plan for the Pregolese River Basin;
- Decree of the Minister of Infrastructure dated November 29, 2022. On the Danube River Basin Management Plan.
The scheduled effective date of the regulations is March 23, 2023.
The documents are the basis for decision-making that shapes the state of water resources in the catchments belonging to a given river basin area, and also indicate primary and supplementary measures to promote the improvement or maintenance of good water status, including dependent water ecosystems.
