Who could apply for crop loss support?
For support for crop losses caused by the 2023 occurrence. adverse weather events could apply to owners of farms where damage was caused:
- hail, driving rain, negative effects of overwintering, spring frost, floods, hurricane, lightning, landslides or avalanches within the meaning of the regulations on insurance of agricultural crops and livestock, which were estimated by the commission and amounted to more than 30 percent. the average annual crop production on the farm in the period 2020-2022, or from three years in the five-year period preceding the year in which the damage occurred, excluding the years with the highest and lowest production volumes
or
- Drought, as defined by the regulations on crop and livestock insurance, which were calculated using a public application and are above 30 percent. average annual crop production on the farm for the last three years preceding the year of the adverse event.
Crop losses – amount of support
Aid rates and the deadline for the call for applications were announced by the Minister of Agriculture and Rural Development on February 21, 2024.
Farmers on whose farms crop damage caused by the occurrence of 2023. Drought and other adverse weather events were above 30 percent. average annual crop production, they could expect to receive aid in the following amount:
- PLN 1,000/ha* of crop area (including perennial grassland, where the stocking rate of cattle, sheep, goats, horses or geese is at least 0.3 LU/ha), for which losses amounted to at least 70 percent. yield;
- 500 zlotys/ha* of crop area (including perennial grassland, where the stocking density of cattle, sheep, goats, horses or geese is at least 0.3 DJP/ha), for which losses amounted to at least 30 and less than 70 percent. yield;
- PLN 500/ha of perennial grassland (with a stocking density of cattle, sheep, goats, horses or geese of less than 0.3 LU/ha), for which losses amounted to at least 70 percent. yield;
- PLN 250/ha of perennial grassland (with a stocking density of cattle, sheep, goats, horses or geese of less than 0.3 LU/ha), on which the damage was at least 30 and less than 70 percent. yield.
*Does not apply to perennial grasslands where the stocking density of cattle, sheep, goats, horses or geese is less than 0.3 IU/ha, and to crops of fruit trees and bushes or strawberries, for which in 2023. damage caused by spring frost, hail or hurricane has occurred.
Financial assistance for crop losses vs. insurance
The amount of aid for agricultural producers without a policy insuring at least half of the farm’s crop area (excluding perennial grassland) was subject to a 50 percent reduction.
The aid was therefore halved if:
- on the date of occurrence of damage to agricultural crops due to hail, driving rain, negative effects of overwintering, spring frost, flood, hurricane, lightning, landslide or avalanche, as defined in the regulations on insurance of agricultural crops and livestock at least 50%. the area of crops on the farm, excluding perennial grassland, was not insured against at least one of the aforementioned risks or drought – applies to aid for damage caused by disasters other than drought;
- in a farm where damage caused by drought, as defined by the regulations on insurance of agricultural crops and livestock, at least 50 percent. the area of crops in the main crop, excluding perennial grassland, was not insured against the risk of drought, hail, driving rain, negative effects of overwintering, spring frost, flood or hurricane within the meaning of the regulations on insurance of agricultural crops and livestock – applies to aid in the case of damage caused by drought.
