On the website of the Government Legislation Center on January 20, 2023. A draft regulation of the Minister of Climate and Environment has appeared, specifying in detail the requirements for an entrepreneur applying for a permit for emptying of no-outflow containers or settling tanks in the installation of domestic sewage treatment plants and transport of liquid waste. The purpose of the draft ordinance is to indicate how the municipal council will determine the requirements for companies collecting septic tank wastewater and sludge in terms of description:
- Technical equipment of slurry vehicles and transport base,
- sanitation and cleaning procedures related to the services provided,
- liquid waste transfer sites.
The requirements are to take into account due protection of human health and life and the environment.
Currently, the requirements for companies collecting wastewater from septic tanks are regulated by the Regulation of the Minister of the Environment dated March 14, 2012. The current legal act does not cover how to determine the requirements for entrepreneurs engaged in emptying settling tanks at domestic wastewater treatment plants. The legal basis for issuing a regulation in this regard has also changed. Hence, the Ministry of Climate and Environment has taken steps to replace the 2012 document. new.
The proposed legal changes are cosmetic and housekeeping in nature. As the Ministry of Climate and Environment declares in the Regulatory Impact Assessment, the proposed provisions do not introduce new solutions. Previously existing requirements for companies to empty septic tanks have been extended to domestic treatment plants as well. The draft regulation provides for a very quick effective date for the provisions – the day after publication.
