New geothermal wells in seven towns

The National Fund for Environmental Protection and Water Management (NFOŚiGW) will allocate PLN 115 million from its own funds for the implementation of geothermal wells in seven locations in Poland. These funds, under the program “Access to Thermal Waters in Poland,” will be directed to Września (nearly PLN 11 million), Włocławek (PLN 20 million), Kruszwica (over PLN 25 million), Barlinek (over PLN 10 million), Police (over PLN 18 million), Kalisz (nearly PLN 15 million), and Kazimierz Biskupi (nearly PLN 16 million). Thanks to this funding, municipalities will be able to verify the geothermal potential of their local areas.

At the same time, under the European Funds for Infrastructure, Climate, Environment (FEnIKS) 2021-2027 program, more than PLN 4.5 billion in financial support will be allocated for the modernization of water and sewage infrastructure. The funding will go to Września (over PLN 44 million) and Krotoszyn (PLN 9 million). These investments will improve the quality of municipal services, enhance the sewage treatment process, and contribute to environmental protection by reducing water losses and failures in outdated infrastructure.

Geothermal well funding

Under the “Access to Thermal Waters in Poland” program, NFOŚiGW funds exploration and reconnaissance work at 100%. A total of PLN 708 million is planned for the program’s implementation between 2020 and 2028, with PLN 658 million allocated for grants and PLN 50 million for supplementary loans. In the first call for proposals (completed in 2022), 15 contracts were signed with municipalities. In the second competition, funding was granted to 28 projects. In September, NFOŚiGW signed a contract for funding a research well in Brzesko, Małopolska, which will receive PLN 13.7 million in grants to explore thermal water resources.

If the well identifies potential for economic use, heating companies can apply to NFOŚiGW for financial support for the construction of a geothermal heating plant under the priority program RES – heat source for heating systems or from foreign funds.

The use of geothermal energy presents an opportunity to accelerate the decarbonization of heating systems in the country. NFOŚiGW comprehensively supports geothermal investments – from exploration and reconnaissance wells to the construction of heating systems. Our cooperation with local governments aims to utilize geothermal energy in local systems, benefiting heat consumers – said Józef Matysiak, vice-president of the NFOŚiGW management board.

Grants for the modernization of wastewater treatment plants and water and sewage infrastructure
Alongside geothermal investments, NFOŚiGW is also working on modernizing water and sewage infrastructure.

We are allocating over PLN 4.5 billion from the FEnIKS program for the modernization of water and sewage infrastructure in the country for the period 2021-2027. The interest in the program confirms the investment needs of cities in this area. The expected outcome of the investments is a positive environmental impact and an improvement in the quality of services offered to residents – Robert Gajda, vice-president of the NFOŚiGW management board.

The Water Supply and Sewage Company in Września (Wielkopolska) is implementing the project “Regulation of water and sewage management in the Września Agglomeration” for over PLN 78 million, of which more than PLN 44 million is co-financed under action 1.3 Water and Sewage Management from the FEnIKS program.

The project involves the modernization and reconstruction of the municipal wastewater treatment plant, including biological and mechanical parts, and the expansion of the sludge treatment section. The modernization of the treatment plant, which serves the Września agglomeration, will increase its capacity by nearly 40% and improve the wastewater treatment process. Additionally, about 2 km of water supply network will be replaced, three water intakes will be built, and an intelligent water and sewage network management system will be implemented. The replacement of the water supply network will eliminate failures of the worn-out infrastructure. Ongoing monitoring of water flow meters will allow for the quick identification of potential water leak locations, reducing technicians’ response time. The reduction of water losses in collective water supply systems is estimated at 1,500 m3 per year. The investment is planned to be completed by the end of 2027.

Under action 1.3 Water and Sewage Management, the Municipal Economy and Housing Company in Krotoszyn (Wielkopolska) will receive over PLN 9 million. The total value of the project, “Modernization of the wastewater treatment plant in Krotoszyn and construction of the sanitary sewage and water supply network in the Krotoszyn agglomeration,” will amount to over PLN 19 million.

Previously, NFOŚiGW signed 19 agreements with beneficiaries to financially support water and sewage projects. The total value of co-financing is approximately PLN 1 billion under action FEnIKS 1.3 Water and Sewage Management. The beneficiaries of the program include municipalities and companies responsible for investments in towns across several provinces: Kęty, Zielonki, and Liszki in Małopolska; Rzeszów in Podkarpackie; Dopiewo, Poznań, and Rawicz in Wielkopolska; Izabelin, Gostynin, and Warsaw in Mazowieckie; Aleksandrów Łódzki in Łódzkie; Działdowo in Warmińsko-Mazurskie; Dzierżoniów and Jelcz-Laskowice in Dolnośląskie; Żukowo and Sztum in Pomorskie; Zamość in Lubelskie; Świecie in Kujawsko-Pomorskie; and Dziwnów in Zachodniopomorskie.

Under action FEnIKS 1.3, entities responsible for water and sewage management in agglomerations, such as local government units and their associations, as well as water and sewage companies, can receive co-financing. The total budget for the entire action is over PLN 4.5 billion.
