All indications are that the new nitrate program, which is being introduced by decree of the Council of Ministers, will go into effect the day after the announcement, i.e. from February 2023. (We wrote about the form of its adoption here). The deadline changed during the legislative process – a 14-day vacatio legis was previously announced. This is good news for farmers, who have advocated, among other things, the introduction of the possibility of an earlier spring start of fertilization.
The new nitrate program includes measures on:
- Agricultural use of fertilizers on frozen, flooded, water-saturated or snow-covered soils,
- Conditions for agricultural use of fertilizers near surface water,
- Conditions for agricultural use of fertilizers on steeply sloping land,
- fertilization periods,
- storage conditions for natural fertilizers and handling of leachate,
- Nitrogen fertilization rates and methods,
- ways of documenting the implementation of the program.
